Since July 1, 2007 Douglas County has conducted structural plan review for properties within the City of Roseburg,
The development review process consists of two steps. First applicants apply to City of Roseburg for site plan review approval. Upon approval by the City, applicants provide structural plans and copies of the city approval to Douglas County. Douglas County also issues all plumbing, electrical, and mechanical permits within the City limits.

For questions regarding Building Code or Building Permits, please contact Douglas County Building at 541-440-4559.
Site review is required for all structural alterations, remodels, signs and new construction in addition to building permits issued through the County. If you have questions on the new two step process, you may contact the Community Development Department at 541-492-6750.
The Community Development Department does not issue permits for plumbing, electrical or mechanical. Please contact DC Building for those permits.
