Comprehensive Plan
The Roseburg Urban Area Comprehensive Plan is a long-range general policy guide in which the City of Roseburg and Douglas County jointly set forth major policies concerning desirable future growth for the Roseburg area. The Plan indicates land-use categories throughout the urban area, and provides a unified set of policies for the physical, social and economic development of the community.
