Flood Elevation Certificates
The Land Use and Development Ordinance (LUDO) requires an elevation certificate be completed for Floodplain development within the City of Roseburg. First, your surveyor, engineer or architect completes a pre-construction elevation certificate which establishes the Design Flood Elevation of the structure. Then the building inspector verifies that construction meets those standards. Prior to issuing a certificate of occupancy, the building official will require a post-construction elevation certificate to ensure your building complies with Roseburg’s floodplain ordinance requirements. This form will also be used to set your flood insurance premiums.
Listed below are flood elevation certificates on file at the City of Roseburg (note: the City does not have a record of all flood elevation certificates, just ones required per LUDO during construction). The Flood Elevation Certs tab to the left has an alphabetical listing of flood elevations by street name on file at the City of Roseburg. Scroll to the first letter of your street name and look for your address to see if a flood elevation certificate is available for your property. If you have an elevation certificate that we don't list, please send us a copy!
