GENERAL INFORMATION

The Roseburg Municipal Court was established by City Charter to adjudicate violations of the City's municipal laws occurring within the city limits, which include misdemeanor crimes.

The City of Roseburg has also adopted the  Oregon State Vehicle Code by ordinance, which gives the Roseburg Municipal Court jurisdiction over these offenses within the city.

Court sanctions may include fines, time in jail, community service, road/work crew, diversion/probation, or other alternative programs, depending upon the severity of the offense and the defendant's history with the court.

All Roseburg Municipal Court sessions are open to the public.

8:30 A.M. Criminal/Jail Arraignments

Each weekday at 8:30 a.m. the Roseburg Municipal Court holds arraignments at the Douglas County Justice Building, 1036 SE Douglas Ave., Room 302 for incarcerated defendants and those out of custody cited into criminal court. A limited amount of public seating is available.

An arraignment is where a person is told the charges they are facing and their rights associated with the charges. Each year Roseburg Municipal Court processes approximately 2,000 misdemeanor crimes (traffic and non-traffic) and non-traffic City ordinance violations. For the most part, charges heard during this session are for jailable offenses.

9:30 & 10:00 A.M. Traffic Arraignments

An arraignment is where a person is told the charges they are facing and their rights associated with the charges. Each year Roseburg Municipal Court processes approximately 4,500 minor traffic, bicycle, pedestrian and animal citations. These types of cases are heard at 9:30 a.m. and 10:00 a.m. (second appearances) on Tuesdays. Defendants do not need to check in at the front counter prior to entering the courtroom. In the courtroom, defendants will be called in the alphabetical order. The sessions do not have a set end time as they vary in length depending on how many defendants appear.

Bench Trials

Bench Trials (non-jury trials) are held Tuesday afternoons at 1:30 p.m. and 3:00 p.m. Non-jury trials are generally scheduled within 45 days after being requested.

Jury Trials

Jury trials are available to all defendants charged with any offense which could result in the defendant serving time in jail if convicted. Defendants must request a jury trial when entering a not guilty plea. Jury trials are scheduled on Wednesday only and are generally resolved within one day.
