Welcome to the City of Roseburg's Finance and Management Services

The Finance and Management Services Department for the City of Roseburg provides accounting services for all City departments; central switchboard, reception and cashiering; utility billing; and Information Technology. Although budgeted separately, the department is also responsible for Municipal Court.

Accounting Services:

Accounting services provided by the department include accounts payable, accounts receivable, payroll, debt management, cash management and grant administration. The department is responsible for preparation of the Comprehensive Annual Financial Report and the Annual Budget.

Customer Service:

The customer service desk, located on the second floor of City Hall, assists customers who are visiting or calling City Hall. The cashier/receptionist directs incoming calls and collects payments for:

• Utility Billings
• Airport Leases
• Park Permits
• Building Permits
• Assessments
• Golf Cart Barns
• Trail Permit Fees
• Various other payments received by the City

Utility Billing:

Utility billing is responsible for water and storm drainage billing services for customers including new and existing services as well as service termination requests. Water bills may be paid through an automatic bank withdrawal, in person, or by mail. In the future, bills may be paid online with a major credit card or electronic check.
