CITY OF ROSEBURG
NOTICE OF INTENT TO ENTER INTO A CONTRACT THROUGH
INTERSTATE COOPERATIVE PROCUREMENT

 NOTICE IS HEREBY GIVEN, under the authority of ORS 279A.220, the City of Roseburg intends to use an interstate cooperative procurement process to purchase an Elgin Crosswind Duel Street Sweeper from Owen Equipment Company of Portland, Oregon (“the procurement”). The City estimates the amount of the procurement to be less than $250,000. The City has chosen Elgin Sweeper Company, a subsidiary of Federal Signal Corporation, based on a request for proposals process conducted by the National Joint Powers Alliance (NJPA), who is the administering contracting agency in the cooperative procurement.  NJPA was created by the State of Minnesota and offers contracts to any government agency in the United States.

The procurement also qualifies for exemption from competitive bidding requirements because it will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts, and result in substantial cost savings or substantially promote the public interest in a manner that could not be realized by complying with the requirements that are applicable in ORS 279B.055, 279B.060, 279B.065, or 279B.070.

Notice is hereby further given, at its regularly scheduled meeting at 7:00 p.m. on February 27, 2017 the Roseburg City Council will hold a public hearing for the purpose of considering approval of the procurement and taking comments on the procurement.

Any vendors who would otherwise be prospective bidders to provide the goods to be procured under the above described contract may appear at the hearing or may comment in writing on the City’s intent to use the interstate cooperative procurement process for said contract by submitting written comments to City Recorder Sheila R. Cox, 900 SE Douglas, Roseburg, OR  97470 until 5:00 p.m. on February 27, 2017  Anyone desiring further information regarding the City’s intent to use the described procurement process may contact the City Recorder’s Office by calling 541/492-6866. 

This public notice is being published in the Roseburg News Review, the Daily Journal of Commerce and on the City’s Internet World Wide Web site at least seven days prior to the date of approval of the procurement.
