City Seeking Applicants to Join Downtown Parking Committee

Roseburg OR – The City of Roseburg has begun a process of re-evaluating the parking management of the downtown and Laurelwood neighborhood districts. The City is forming a Stakeholder Advisory Committee (SAC) to work with staff to oversee the development of a new parking management system. The City is looking for qualified applicants to join the SAC, and invite those who are interested to download an application at www.CityofRoseburg.org.

The City has hired an independent consultant to create a Downtown Parking Assessment. The SAC will review the assessment and work with staff to create a series of guiding principles that will form the basis of a new parking management program. Additionally, duties of each SAC member include the following:

  • Advise on outreach strategies to solicit broad public input.
  • Assist in the promotion of public engagement activities.
  • Seek out direct feedback from downtown stakeholders to share with SAC members.
  • Review consultant findings related to existing operations, financial data, and enforcement.
  • Guide the development of parking management recommendations for adoption by City Council.
  • Serve as community ambassadors for the updated parking management system.

The committee will consist of ten seats: one City staff, one City Councilor, one representative of the Downtown Roseburg Association (DRA), and seven at-large members consisting of one of the following:

  • Resident of Downtown.
  • Resident of Laurelwood.
  • Downtown non-profit agency representative.
  • Downtown retail owner.
  • Downtown restaurant owner.
  • Downtown personal service owner. (e.g. salon, tattoo parlor, barbershop)
  • Downtown professional services representative. (e.g. accountant, lawyer, consultant)

Community Development Director Stuart Cowie discusses what the City is looking for in candidates to join the committee. “We are convening a group together to help us craft a new parking management plan for the downtown and Laurelwood area,” says Cowie. “Ideally, we would like members of the committee to have knowledge of the parking needs in these areas. When the consultants present their assessment to the SAC, we will need their knowledge and background to help us make sound decisions on what options need to be implemented for our parking management plan. Candidates who are good listeners and able to collaborate well with others are traits that we are looking for.”

The City plans to hold a series of four meetings with the SAC, the first starting on Tuesday, September 22, 2020.
