DETAILS: Ebert was contacted in his tent, which was set up along the bank of the South Umpqua River. Camping is prohibited at all times in this park due to its proximity to the river. Ebert's camp was attached to the trees, which is a violation of the "Manner" portion of the ordinance, and the camp was set up after 0800 hours, which is a violation of the "Time" portion of the ordinance. Ebert's camp was surrounded by trash. A large Bowie knife and a small hatchet were in Ebert's camp. Blades longer than 6" and cutting tools are prohibited on city real property.
DISPOSITION: Ebert was cited and released on the criminal charge of Depositing Trash Within 100 Yards of a Waterway. Ebert was additionally cited and released on the violations of Prohibited Camping and Prohibited Weapons and Tools on City Real Property.

DETAILS: D2 was northbound on SE Stephens Street when D1 pulled through the intersection eastbound, causing a T-bone type collision. D1 was cited and V1 was towed from the scene due to damage. Information exchange was completed.
DISPOSITION: Cleared by citation.

LOCATION: 1414 NW Valley View Dr. (Staples), Roseburg

CHARGE(S): Parole Violation
DETAILS: Officers responded to the area of Staples regarding a male, Bennett, yelling at people and causing a disturbance. Officers contacted Bennett and noticed he had a bag full of beer cans. Having alcohol went against the parole stipulations put in place for Bennett. Officers contacted Bennett's Parole Officer who authorized he be detained for the parole violation.
DISPOSITION: Bennett was lodged at the Douglas County Jail.

DETAILS: Officers responded to the location for a reported injury crash. Officers spoke with the drivers and learned Kaitlin was stopped at a traffic light when Mary rear-ended her. V1 sustained substantial damage to the front bumper. V2 sustained substantial damage to the rear bumper. Kaitlin sustained minor injuries to her head, and Mary broke her ankle. Mary declined to be transported by ambulance and was later transported to Mercy by her husband. Information was exchanged.
SEATBELT USE: Yes
INTOXICANTS: No
DISPOSITION: Mary was cited and released, and the vehicles were towed by Roseburg Towing.

DETAILS: Rios was found walking in the middle of the road on NE Stephens St. with a black plastic sack containing alcohol. Rios admitted he just bought multiple beers, which violated his probation. Rios' Probation Officer authorized a detainer.
DISPOSITION: Lodged at Corrections.

PATROL: Roseburg Police
INCIDENT: Theft
CASE NO: 256832

LOCATION: 457 NW Garden Valley, Roseburg

VEHICLE(S): Black 2005 Honda Civic OR YKU994
DETAILS: Officers took a report of a theft from the Shoe Encore on December 16, 2025. Officers located a vehicle associated with the theft and contacted Tatom and Campbell with the vehicle. Campbell admitted to the theft and returned the property, valued at about $25.
DISPOSITION: Campbell was cited in lieu of custody.

PATROL: Roseburg Police
INCIDENT: Prohibited Camping
CASE NO: 256834

LOCATION: 800 NW Highland St (Gaddis Park) Roseburg
OFFICER(S):

CHARGE(S): Prohibited Camping
DETAILS: Officer contacted Shaw due to his tent being set up under the Gaddis Park Pavilion, which is a prohibited area. Shaw said he had been kicked out of one of the sanctioned camps due to him having multiple dogs and needed somewhere to set up for the night. Shaw had no prior convictions for Prohibited Camping.
DISPOSITION: Shaw was cited and released on scene.
