Ebert was contacted in his tent, which was set up along the bank of the South Umpqua River. Camping is prohibited at all times in this park due to its proximity to the river. Ebert's camp was attached to the trees, which is a violation of the "Manner" portion of the ordinance, and the camp was set up after 0800 hours, which is a violation of the "Time" portion of the ordinance. Ebert's camp was surrounded by trash. A large Bowie knife and a small hatchet were in Ebert's camp. Blades longer than 6" and cutting tools are prohibited on city real property. |

Officers responded to the location for a reported injury crash. Officers spoke with the drivers and learned Kaitlin was stopped at a traffic light when Mary rear-ended her. V1 sustained substantial damage to the front bumper. V2 sustained substantial damage to the rear bumper. Kaitlin sustained minor injuries to her head, and Mary broke her ankle. Mary declined to be transported by ambulance and was later transported to Mercy by her husband. Information was exchanged. |
