Officers noticed a tent set up in the parking lot of the Roseburg Beauty College (700 SE Stephens St.). Officers contacted Harris sitting in the tent. Officers cited Stacy for prohibited camping as the tent was not set up according to the City of Roseburg's Time, Place, Manner Ordinance. Officers learned Harris had been a previous City Expulsion violator. Harris was given a second notice for being a city exclusion violator.

Officers responded to a report of a male trespassing at a residence. Johnson reported Rushing tried to open her front door after she repeatedly told him to leave. Rushing was contacted in the area and had an unworked warrant for his arrest. Rushing was detained. The warrant was confirmed and Rushing was taken into custody and transported to Corrections. At Corrections deputies located a user amount of methamphetamine on his person.
