McCarthy had his tent set up in the small city park located just east of the Diamond Lake Dutch Brothers.

McCarthy was cited and released on scene. McCarthy told me he had no interest in seeking housing and was going to continue to camp in the city.

DETAILS:

Meyer was contacted in his tent, which was set up about 15 feet from the paved path in the middle of the park. There was trash outside of Meyer's tent, as well as a plastic shopping cart belonging to Fred Meyer.

DISPOSITION:

Due to Meyer's medical issues, he was cited and released on scene. Meyer was issued a trash bag to clean up his mess. The shopping cart was returned to Fred Meyer. I contacted ADAPT and UCAN to assist Meyer in getting access to a walker or power wheelchair, as well as housing resources.

DETAILS:

Officers responded to an address for a welfare check after ADAPT reported Collister had made statements he was going to shoot himself and his roommates. While talking Collister, officers located a handgun inside the residence. Collister was a felon and prohibited from being in possession of firearms. Collister is also on parole, and his PO authorized a detainer.

Collister was lodged at Corrections.

DETAILS:

Officers received reports of an alleged assault that occurred sometime after Christmas. During the investigation, it was discovered Carissa beat her girlfriend, Patricia, with various items, causing physical injuries. Officers observed injuries on Patricia, which corroborated the initial reports. Carissa was taken into custody without incident and transported to Douglas County Corrections.

DISPOSITION:

Carissa was lodged at Corrections.

DETAILS:

Officers developed Restvedt as a suspect in a theft and two burglaries that occurred at J & J Market on December 19 and 24, 2025 and January 1, 2026. He was contacted and detained. Restvedt admitted to the theft and burglaries. Officers located some of the stolen items and clothing items he was wearing during the incidents.

Restvedt was lodged at Corrections.

DETAILS:

Officers responded to the location after Taylor reported Dildine had thrown a metal butane canister at her face, striking her in the jaw area and causing injuries. Officers observed bruising/swelling on Taylor's face, and what appeared to be fresh blood on a cut area. Officers attempted to locate Dildine in the wooded area on the hillside behind the location but were unable to find him at that time. About three hours later, Taylor contacted officers and advised she had returned to her and Dildine's camp, despite being advised not to, and had seen Dildine there. Officers went back to the scene and contacted Dildine, who denied throwing the metal butane canister at Taylor. Dildine consented to officers looking inside of he and Taylor's tent, and they observed a metal butane canister sitting on the ground in the location where Taylor stated the incident happened. Dildine was taken into custody without incident and transported to Douglas County Corrections.

DETAILS:

Officers contacted Dwight Proctor on NE Newton Creek Drive regarding a theft that occurred at Coastal on the previous day. Video from the store showed Dwight stealing a $200 Carhartt Jacket, and Dwight was still wearing the jacket when officers located him. Dwight admitted to the theft and was taken into custody.

DISPOSITION:

Lodged at corrections.
