CITY OF ROSEBURG NOTICE OF PUBLIC HEARING REGARDING THE PROPOSED EXEMPTION FROM COMPETITION IN PUBLIC CONTRACTING
NOTICE IS HEREBY GIVEN, at its regularly scheduled meeting at 900 S.E. Douglas Avenue, Roseburg, Oregon at 7:00 p.m. on December 8, 2025 the Roseburg City Council will hold a public hearing for the purpose of taking comments on the draft findings for an exemption from competitive selection requirements for Kenwood stationary, mobile, and portable police radios and installation contract valued at an estimated fee of $453,280.84. If adopted, the exemption would allow direct appointment of EF Johnson to perform the contract.
The contract being considered for exemption and special award is for providing necessary Kenwood radios for the Roseburg Police Department.
Prior to taking such action, the Council will conduct a public hearing to provide interested parties and the public an opportunity to comment on the proposed action. After hearing such comments, the Council will consider the adoption of a resolution adopting findings to support the proposed exemption. Any vendors who would otherwise be prospective bidders to provide the services to be procured under the above described contract may appear at the hearing or may comment in writing on the City's intent to exempt the contract from competitive bidding by submitting written comments to City Recorder Amy Nytes, 900 SE Douglas, Roseburg, OR 97470 or by email at info@roseburgor.gov until 4:00 p.m. on December 8, 2025.

NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Roseburg City Council on Monday, October 27, 2025 at 7:00 PM in the Council Chamber at 900 SE Douglas Avenue, Roseburg, Oregon to consider a recommendation from the Planning Commission regarding the Annexation and Zone Change for the property described below.
Tabor Building Projects L.L.C., property owner, requests to annex the county-zoned R1 (Single-Family Residential) parcel located within the Urban Growth Boundary into Roseburg city limits and apply the MR14 (Limited Multi-Family Residential) zoning to the 2.12 acre property. The parcel has a MDR (Medium Density Residential) Comprehensive Plan designation and is described as Township 27 South, Range 06 West, Willamette Meridian, Section 15AD, Tax Lot 02400; R14297. The annexation is required to satisfy ORS 222.125, and to conform to the Roseburg Annexation Policies in Resolution 2006-04. The Zone Change request will be evaluated pursuant to Land Use and Development Regulations Chapter 12.10.040 and all other applicable section of the Roseburg Municipal Code.

Comments must be received prior to 12:00pm on Monday, October 27, 2025. Any person who wishes to speak during the hearing may do so; testimony and evidence must be directed to the criteria. PUBLIC NOTICE OF COOPERATIVE PROCUREMENT
Notice is hereby given that the City of Roseburg intends to enter into a contract with Pierce Manufacturing, Inc. not to exceed $970,506 for the purchase of one Pierce triple combination pumper through an Interstate cooperative procurement established by the HGAC cooperative agreement and in accordance with ORS 279A.220.
It is in the best interest of the City to acquire the Pierce triple combination pumper through a cooperative procurement with H-GAC to achieve substantial cost and time savings. The purpose of this notice is to provide information to the public and to invite interested persons an opportunity to submit written comment.
Any person may submit comments specific to this notice within seven days of the date of this public notice. The protest shall provide a detailed statement of the legal and factual grounds to support the protest, demonstrate how the procurement process is contrary to law, and the relief requested. Protests shall be handled pursuant to OAR 137-046-0470; ORS 279A.225 and ORS 279B.400 to 279B.425. Written protests must be delivered to City Recorder Amy Nytes, 900 SE Douglas Avenue, Roseburg, OR 97470 no later than 5:00 p.m., July 21, 2025. Written protests received after the closing date and time are late and will not be considered.

CITY OF ROSEBURG PUBLIC NOTICE AND NOTICE OF PUBLIC HEARING REGARDING
2025 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS
NOTICE IS HEREBY GIVEN, the City of Roseburg will conduct a public hearing on Monday, July 14, 2025, regarding the city’s intent to apply for a 2025 Community Development Block Grant.
The City of Roseburg is eligible to apply for a 2025 Community Development Block Grant from Business Oregon. Community Development Block Grant funds come from the U.S. Department of Housing and Urban Development. The grants can be used for public facilities and housing improvements, primarily for persons with low and moderate incomes.
Approximately $12 million will be awarded to Oregon non-metropolitan cities and counties in 2025. The maximum grant that a city or county can receive is $500,000
The City of Roseburg is preparing an application for a 2025 Community Development Block Grant from Business Oregon for the 2025 Roseburg Housing Rehabilitation Program, for low to moderate income residents within the city limits of Roseburg to help homeowners rehabilitate their home. It is estimated that the proposed project will benefit at least 20 people, of whom 100% will be low or moderate income.
A public hearing will be held by the Roseburg City Council at 7 pm on Monday, July 14th 2025 at the Roseburg City Hall. The purpose of this hearing is for City Council to obtain citizen views and to respond to questions and comments about: community development and housing needs, especially the needs of low- and moderate-income persons, as well as other needs in the community that might be assisted with a Community Development Block Grant project; and the proposed project.
Written comments are also welcome and must be received by 12:00 pm, July 14th at info@roseburgor.gov. Both oral and written comments will be considered by the City Council in deciding whether to apply.
More information about Oregon Community Development Block Grants, the proposed project, and records about the City of Roseburg’s past use of Community Development Block Grant funds is available for public review at the Community Development Department, 900 SE Douglas Avenue, Roseburg, Oregon during regular office hours. Permanent involuntary displacement of persons or businesses is not anticipated as a result from the proposed project. If displacement becomes necessary, alternatives will be examined to minimize the displacement and provide required/reasonable benefits to those displaced. Any low- and moderate-income housing that is demolished or converted to another use will be replaced.

SE NOTIFICA POR LA PRESENTE que la Ciudad de Roseburg llevará a cabo una audiencia pública el lunes 14 de julio de 2025, con respecto a la intención de la ciudad de solicitar una Subvención en Bloque para el Desarrollo Comunitario de 2025.
La Ciudad de Roseburg es elegible para solicitar una Subvención en Bloque para el Desarrollo Comunitario de 2025 a través de Business Oregon. Los fondos del Programa de Subvenciones en Bloque para el Desarrollo Comunitario provienen del Departamento de Vivienda y Desarrollo Urbano de los Estados Unidos (HUD). NOTICE OF SUPPLEMENTAL BUDGET HEARING
A public hearing on a proposed supplemental budget for the City of Roseburg, for the current fiscal year, will be held at 900 SE Douglas Ave. (City Hall) and electronically via Zoom and Facebook Live. The hearing will take place on April 14, 2025, at 7:00 pm. To provide comment or receive a link for the meeting and instructions, contract the City Recorder at info@roseburgor.gov or 541-492-6866 by 12:00 p.m. on April 14, 2025. The purpose of the hearing is to discuss the supplemental budget with interested persons. A copy of the supplemental budget document may be inspected or obtained on or after April 9, 2025, at 900 SE Douglas Ave., between the hours of 8:00 am to noon and 1:00 pm to 5:00 pm.
