City seeks homeless coordinator, CDD technician

The City currently has five openings – and two of the jobs are new to Roseburg government.

The City has added two new positions: a Homeless Coordinator and a second department technician assigned to the Roseburg Community Development Department. Both openings close Monday, Aug. 7.

The City also is recruiting for a basic entry Police Officer (open until filled), engineering technician II or III (due Wednesday, Aug. 9), and a water maintenance 1 employee (due Wednesday, July 19).

The Homeless Coordinator will develop, coordinate and monitor the City’s internal and external response to homelessness impacts including temporary encampments erected by unhoused people. The position requires strong communication and project management skills, plus the ability to establish safe, dignified and efficient responses to the effects of homelessness on the community and homeless individuals.

The position will pursue resources, partnerships and creative solutions to homelessness in Roseburg, where the City works with community partners to address impacts related to homelessness. The City does not provide direct social services, but instead works with local nonprofits, social service or philanthropic agencies to reduce homelessness and its impacts.

Essential functions of the role include coordinating a response plan for homeless encampments while striving to minimize impacts on neighbors and the community; pursuing alternative encampment options on public or private property; analyzing proposed legislation, regulations or rule changes and assist in creating/updating city ordinances; working with partners to facilitate warming/cooling centers; applying for grants; maintaining preventive efforts to reduce encampment needs by helping to optimize effectiveness of local nonprofits and service providers; providing contract and program administration; working closely with City staff; and other duties.

Minimum education and experience requirements include a bachelor’s degree with coursework that may include social work, human services, law enforcement, communications, public policy or related fields; and at least two years’ experience working with poverty and homelessness programs. Experience or training in trauma-informed care is desired. Pay for this position is $33.6446 to $43.0679 an hour, or $69,980.77 to $89,581.23 annually.

The other opening is for a Community Development Department technician who provides complex planning and clerical duties with outstanding customer service. Advanced knowledge, skill and competencies are required. The technician provides front-line counter customer service for the department. They also provide technical assistance and information to staff and the public to help administer planning and/or code compliance programs. Other functions include reviewing land-use and site-review applications; tracking land-use applications; working with the Compliance Officer to maintain a daily inspection schedule; providing staff support at meetings; and other duties.

Minimum education and experience requirements include a high school diploma or GED certificate; and four years of increasingly responsible clerical work that includes typing/keyboarding, filing, recordkeeping and customer service, or any satisfactory equivalent combination of experience and training that ensures the ability to perform the work. The job pays $20.2562 to $25.8524 an hour, or $42,133 to $53,772.16.
